Nifty!

I'm wondering if they won't start building new instances expecting such portable lexicons to be available "in every raid" (especially if they don't end up requiring inscription to use). It would give the designers more variety options if they could make one boss a 1 tank + huge DPS fight (all extra tanks switching to DPS spec) and the next boss require 8 spec tanks. Or a harder Loatheb where the ton of extra healers are expected to be switching to DPS specs.

I sorta hope not, because that would be make the hybrids *really* preferable to the pure dps classes. Already dual speccing is rather scary for me as a Mage, but if there are a lot of fights requiring varying numbers of tanks/healers like that, why would you bring me over a druid or shaman?

Really, this concern has been hashed out since they first mentioned the idea of dual-spec way back in beta. So, it dates back to October, at least.

In a nutshell: dual spec is functionally equivalent to someone getting a port, respec'ing, reglyphing, and getting summoned back. Given that we can already do that, all concerns regarding raid makeup and dual-spec are moot.

Furthermore, we more often have trouble scraping up a full 25, rather than sidelining people for raids.

Well Blizzard changed things around quite a bit after getting feedback so far regarding the dual spec feature.

It's now available at lvl 40, it costs 1k, and requires no reagent, just being out of combat.
