Found this site the other day that looks up characters / guilds up on Armory and gives a point rating based on how people are equipped, suggest enchants, and gives a rating on dungeons / instances that people can be expected to do.

I've been using MaxDPS.com to use as a gear guide to be preparing myself for heroics & raids since I switched Norfolk to retribution.

Everything I can come across is helpful though, I'll have to check that one out.

Another site I've seen that's pretty good is http://be.imba.hu/ - it checks you against your current progression level and suggests things to look out for.

One other option for certain classes is Rawr, a windows program that has customizable models and shows upgrade lists. I don't like the way it deals with gems, though.

I personally use an Excel spreadsheet of my own design, but I have to manually enter all the gear...

I personally use Pawn for my upgrades. You can put in stat 'weights' and it can decide if the DPS upgrade is good for you or not. I don't really use spreadsheets too much, but I generally stick with the values on the elitistjerks threads and that seems to give me good results.
