Current PTR build implements changes to almost all current heroics, making them easier.
honestly, my only concern is that people won't be running 'regular' heroics anymore. As soon as you can queue for the two new troll themed heroics, that's all you'll be running.

Except, that maybe we ought to get on the achievement train for our Cata Dungeon Hero, plus runs through those places with random drake mounts!
If the heroics become easier, there should be no reason not to try and do every achievement.

Between the bumps to AoE damage and these changes, seems like the long-term goal here is to make the 346 heroics a little bit smoother and a little less pug-killy. There will likely be a good number people in each camp: those who want a chance at the 353 half-purples, and those who just want the valor points and want to run an overgeared curbstomping through familiar content.
I know there were times when the ICC 5-mans came out that I would've preferred a heroic queue that didn't randomly come up HoR, for example. :p
I will miss using my Stupid Camo Tricks to pull those Gilgoblin blenders and untargetable Adepts, though. That was fun.
