Official blue about this issue:
An apparent last-minute bug which was not found on the PTR before the patch was finalised has caused the client and server to disagree on the way haste affects resource generation.

This bug will manifest itself in the UI showing a player they have enough resources to use an ability, but the server correctly prevents it as they in fact do not. A death knight for example might see a rune light up that isn’t actually available so when they use the ability, it won’t fire. A rogue may think they have enough energy to use Sinister Strike, but they can’t actually afford it so when they push the button, they will get an error. This bug could affect rogues, death knights, hunters and Feral druids, because these characters all gain more resources from haste. It will also affect buffs that affect attack speed, such as Slice and Dice, Windfury, Icy Talons, and Hunting Party, but also attack speed lowering effects like Thunder Clap. We're currently working on a fix.

Yeah I ran into this last night. I kept noticing it most when my rake (directly cast DoT) wasn't being applied to the mobs. I thought I was missing. It did get me a little off.

So maybe I wasn't really energy-capped due to being over-hasted, it just looked like I was. Guess I'll have to wait for the fix before checking it out again.

It's a big if, but if even some of these changes survive the PTR, woo-hoo!
* Recuperate base effect now heals 3% per tick, up from 2%.
* Stealth base cooldown has been reduced to 4 seconds, down from 10, and the movement penalty from being in Stealth has been removed.
* Tricks of the Trade now has a 100-yard range, up from 20.

Combat

* Improved Recuperate now adds 0.5%/1% to the health restoration effect of Recuperate, down from 1%/2%.

Subtlety

* Nightstalker now reduces the cooldown of Stealth by 2/4 seconds, and instead of negating the movement penalty from Stealth, it adds a 5/10% movement speed bonus (stacking with other effects) while Stealthed.

I wonder if druids will get the stealth changes as well. The druid section was very bare.

What speed+stealth basically means is you definitely can get a stealthy first hit on a boss off, rather than rushing in. I've always thought stealth on PvE boss fights was questionable. Taking extra time to get to a boss means less DPS time vs the one big hit you get by being in stealth. Now you will no longer have to make this tradeoff.

I have noticed Wynne stealth up to bosses though. Maybe my thoughts are incorrect.

This is why assassination rogues stealth to their targets.

It's a 31 point talent that more than makes up for the time lost. It also encourages vanish during long boss fights.

Yes, Overkill is why Assassination rogues stealth to their target.. there isn't any reason not to stealth up to bosses. Even vanishing on cooldown during fights has been a theory for extra dps when timed with other boosts.
