Arriving in 3.3: AoE dps caps
if you're hitting more than 10 targets, the dmg gets normalized to what you'd do to 10... Shouldn't really matter too much in Icecrown, but if nothing else, we won't see AOE dps jump in fights like Onyxia (blizzard vs 30 welps anyone?)

I think it already caps at 10, they're just changing how it caps.

I don't think it does. When I Volley on Ony, I'm definitely seeing more than 10 numbers floating across my screen....

To clarify: you will continue to hit everything within the zone you target. Its just that the total damage done will not exceed what it would be if there was 10 targets. The dmg just gets averaged out across all the targets.
Bottom line: you will have higher dps when using AOE effects on 8 mobs rather than single targets (just like now), -but- you will see the EXACT same dps numbers on 20 mobs than you would with 10.
There is a similar logic in the current implementation, but its more like diminishing returns,or the cap is higher, i don't honestly know.

Where previously, it was.... more complicated.Area-of-Effect Damage Caps: We’ve redesigned the way area damage is capped when hitting many targets. Instead of a hard cap on total damage done, the game now caps the total damage done at a value equal to the damage the spell would do if it hit 10 targets. In other words, if a spell does 1000 damage to each target, it would hit up to 10 targets for 1000 each, but with more than 10 targets, each target would take 1000 damage divided by the number of targets. 20 targets would be hit for 500 damage each in that example.
