Okay, now that I'm home and can check:
In my Shield Block Rating set, I have 91.09% hit avoidance, with 1358 Shield Block Value and 32,171 Health. This is unbuffed.
I still need gloves, belt, (both from Ulduar 25) and boots (the good old Inexorable Sabatons!) for a full SBR set, which might put me at 102.8.

Why IS SBR so great for the mini-adds? Is it that the damage tick is calculated like an actual hit (and thus blockable/dodgable/etc.), or do shield blocks completely negate the debuff from stacking, or something else?

Here's how the stacking buff on the adds works:
For each add beyond the first, they attack twice as fast and cast twice as fast (this is very important for those tanks who have experience with Shadow Strike). They also get a damage multiplier. BUT!
Let's say the guys hit for 3200 by themselves, so on a normal, undodged/unblocked hit with one extra add, they'll deal 6400. With two extra adds, I think 9600 (maybe 12800), and with three extra adds, either 19200 or 25600, either of which will rape a tank with 4 adds attacking at quadruple speed. The thing is, the math goes like this:
Add damage = (attack damage - shield block) * buff
So that same 3200, if you block even 2500 of it, makes it go from 3200/6400 to 700/1400. If you block all of it, 0 * a lot is still 0.

So I need to build a good SBR/SBV hybrid set. Hmm.
