I dunno about that? There was a post about how the changes from a while back affected low levels harshly. And i can confirm that, playing a warlock from 1 to 15 was agonizing, 3-4 shadowbolts and you were out of mana.

yeah I think they're just adjusting the levelling experience, from when they had just decided "all ranks of spell X cost blah% base mana".

- Emblems of triumphs will become the base emblems, while new content will drop new emblems of frost.
- Plans for hard mode to be selectable individually.
I don't know how they'll work the second point in with the current '2 raid IDs' model.

I think they're integrating ulduar hard mode and toc hard mode philosophies.
So basically there'll be Icecrown10 and Icecrown25. and the raidleader will be able to select via a menu if they want to do each boss as normal or hard.
Which I think is nice for 2 reasons. Content will be able to get out faster, since they don't have to design some sort of mechanic to turn on hard modes, all it takes is a simple toggle. And we'll only need to focus on 2 raids instead of 4.
