If anyone is interested in collecting the books for this achievement without staring at an empty bookshelf for 3 hours, there's a channel to tune in to: /join bookclub
And probably you'll want to change the color of that channel, or even put it in a different chat tab.
The way it works is simple: people around Dalaran will be camping the 8 book spawn locations at various times. Books spawn in a one hour window which starts 3 hours after it was last touched. Junk books can also spawn, which counts as well. Also, once a book spawns, it would stay there indefinitely- until someone touches it to read it. Soon as that happens, 3 minutes until that book despawns, and the 3 hour timer till the next spawn window starts.
So for example, a junk book spawns and is touched at 6:20pm downstairs of the Legerdemain Lounge, the next spawn window is 9:20-10:20pm. People will share this info with others on the channel, call out when a book (or junk) spawns, and note time & locations of upcoming spawns. People will log off and on, and if everyone can echo information, it can make it easier to camp predicted spawns and get notified when something pops.
The 8 locations are noted in the achievement linked above. Also if you click through to each book object required of the achievement, those wowhead entries have screenshots of the exact spawn.
