Runed Elementium Rod

Can anybody make Hanth a Runed Elementium Rod? I'm trying to level enchanting, and it appears to be cheaper with recipes that require it.

Those were non-runed ones. The runed ones take an enchanting skill of 515 to make. I am not quite there yet.

I've gotten to 483 enchanting, but yes if the higher enchanters could make an Runed Elementium Rod that would be nice to quicken the enchanting skill-ups.

Wait, lemme get this straight. You can make a rod at 515, but need it earlier? That's horribly broken.

The High-Powered Bolt Gun for Engineering works the same way.
