You can def rep it down, but it's not valid at the dalaran guy. I used to go to honor hold one, not sure if any others are the same.
*edit* sept 22 patch: Changed the faction discounts for the riding skill vendors in Honor Hold and Thrallmar to use Stormwind and Orgrimmar faction, respectively. This is because newly-arrived 60s in Outland are unlikely to have any Honor Hold or Thrallmar rep

Wow, a double 5k... 150 -> 280 I've always viewed as a necessity and purchased for all of my alts. 280 -> 310 is probably going to be more of a luxury. Of course I was one of the ppl who blew 800g in classic wow to get my main a 100speed mount. That extra 40% speed was SOO worth it. Maybe this extra 30% might become necessity after I get used to it... but I doubt it. Of course near the end of the xpac, we're all trying to find crap to spend our money on =]
Currently the only toon I have which has a 310 speed mount is my lock, and I hardly play him.

I think the 1000g flying was the book that allows your alt to learn flying at level 68 in Northrend. This was also the price for basically learning how to fly in Northrend for your 1st 80. I think epic flying (280% riding skill) is still at 5000g pre-discount. The SW faction discount at Honor Hold was definitely <3 though. So yeah, looks like 310% riding skill is another 5000g pre-discount, if any at all.
With paladin crusader aura at 20% increase, on a 280% mount, that equals 300% speed, and I'd say it's actually a noticeable speed change for me when I switch back to a non-paladin.

You can also get the epic flying at rep discount at borean tundra (and I think howling fjords) using the Valiance Expedition rep - if you've done most of the earlier Northrend zones you're very likely to be exalted with them so it's an option if you're not exalted with Stormwind.
5K isn't terrible - I was almost sure they would make it significantly more expensive than epic flight. Still, free is of course a better price if ya can swing getting a 310% mount before Cata.

The mount speed changes went in with 4.0.1

To clarify my original post, when I said no changes were being made to mounts in 4.0.1, I was referring to the idea of mounts being removed or droprates changed. No mounts have been removed as of yet, nor have any droprates been altered.
With that said, 310% speed is now solely obtained by purchasing the skill. All mounts now go the speed of your highest skill level. So if you happen to obtain Invincible now and have nothing higher than Expert riding, you will travel 150% speed. If you have Artisan riding the mount will be 280%. In order for the mount to travel 310% speed for anyone who obtains it after 4.0.1, you will need to purchase the new Master riding skill. Anyone who had a 310% mount prior to patch 4.0.1 automatically learned Master riding.
[...] There are no 310% mounts anymore. 310% speed is now obtained via Master riding, a new flying skill. All flying mounts are now only distinguished by aesthetics.

We are going to be adding a hotfix for the achievement What A Long, Strange Trip It's Been. This hotfix will make it so that obtaining the Reins of the Violet Proto-Drake will award players Master riding.

BTW, Osana went to Honor Hold today, and she did not see Master Riding being offered by the riding trainer. So probably just Dalaran (those bastards charge full price) and Valiance Keep in Borean Tundra (with rep discount).
